Is there a way to be able to provide PowerPoint presentations when I have Office 365 and the location where I need to make the presentation does not have internet available.

… as in, you need to have a subscription that includes locally installable applications. Not all of them do.
Alternatively, if you have a subscription without those, you’ll need to use an alternate source for a suitable application.
In any case, what you need is a local copy of the presentation in some format, and a suitable local tool for showing it from that format.
The “simplest” way should be to have the PowerPoint native .pptx file and feed it to either locally installed PowerPoint or one of the competing products or viewers. (LibreOffice Impress, Apple Keynote, Corel Presentations, … what was the equivalent from SoftMaker named again…? The free Microsoft PowerPoint Viewer was also available, until about this time last year.)
There are also tools to convert a presentation into any number of other formats such as PDF, web pages, series of detached images to show as a slideshow, or even a video file or DVD… with detached images you lose any animations of course but as a video those are preserved too.
(I might still have some high-contrast 35 mm film in the freezer and a box or two of slide frames…)

Is Internet access required for Office?
Internet access is required to install and activate all the latest releases of Office suites and all Office 365 subscription plans. For Office 365 plans, Internet access is also needed to manage your subscription account, for example to install Office on other PCs or to change billing options. Internet access is also required to access documents stored on OneDrive, unless you install the OneDrive desktop app. You should also connect to the Internet regularly to keep your version of Office up to date and benefit from automatic upgrades. If you do not connect to the Internet at least every 31 days, your applications will go into reduced functionality mode, which means that you can view or print your documents, but cannot edit the documents or create new ones. To reactivate your Office applications, simply reconnect to the Internet.
You do not need to be connected to the Internet to use the Office applications, such as Word, Excel, and PowerPoint, because the applications are fully installed on your computer.

In addition to the E1 in the Enterprise line, there’s A1 in the Education line and Business Essentials in the small-business line. These have only the online features.
The A1 package in particular has huge numbers of subscribers, at least “on paper”… as in all the students in lots of schools.
(And then you get to have fun with “OneNote sync error ate my homework” and such.)
