“Open With” window freezes

This happened to me before, and here I am again.  I have been re-installing everything from scratch, and I checked my registry.  Nothing there.  Except anytime I need that window in order to set an association, it freezes.

What could be causing this?

Edit:

I found it I believe.  Corrupted utility running in the background.
