It is not an improvement.  It is the correction of an error.

But can M$ Stop Digging long enough to climb any of those steps?

Small improvements, but unless Corporate Culture is changed the only way is down.

At long last, one step in the direction of prudence and rationality.

At some point do we just end up back at the servicing model of Windows 7?

The elephant in the room is that Software as a Service isn’t even as attractive to business as it is to home users. Remember, enterprise IT are the folks who – conscientiously – hold off updating until the software is stable and the time is right at their business, and who prefer to make the extra effort to manage and control updates through Windows Server Update Services.

Nothing will change for the majority of Windows 10 1809 users since they won’t be able to block any update in a reasonable fashion. The only difference will be that two cumulative updates get installed (.NET CU + Windows CU) instead of just one (Windows CU), but updates get installed forcibly anyway.

Do I assume Windows 2016 Server fits under the below?

Windows 10 April 2018 (version 1803) and earlier versions of Windows 10 – One Windows Cumulative Update (which includes .NET Framework updates), per Windows version.

If it is like Win7/8.1, it will be a Rollup that bundles patches for all the versions of .NET – Windows Update will handle the install of patches for the installed version(s).
