It seems to me that as long as users know about this, it isn’t really doing any harm. If it were me, I’d want Bitlocker to be suspended for updating, just in case it might interfere with the update process. At the end, I’d reset Bitlocker to enabled, provided the updates didn’t cause any major issues. I’m guessing this may be the logic Microsoft is using. Unless it’s a genuine bug, that is.  But users should be informed if this is a change in Windows Update behavior.

Susan, we are using BitLocker at work and have seen the same issue.  The main difference is the version. Here is what we are using:

Windows 10 v1709

BitLocker enabled on a computer with a TPM (most PCs are Dell T5810 and T7810 flavors).

BitLocker is enabled with a password/phrase.

After the installation of updates, BitLocker is paused and must be resumed manually.
