I run Windows 8.1 on an i7 Intel system with lots of RAM.

Every PDF download continues until the total size of the file is downloaded and then stalls, eventually going to Fail.

This happens in Firefox, IE, Chrome and Opera and from dozens of sites.

    Help, please.

Are you running any downloaders? Have you tried running IE in safe mode? In IE does the download scan start?

When you are in the browser, and you have the full URL for the PDF file in the address window, highlight and copy the URL for the PDF.

Now open your PDF reader program. Choose File / Open. In the place where you type in the file name, paste the URL for the PDF, then click OK.

The PDF will open in your PDF reader, not in your browser.
