PDF form filling software

I need to scan a document to my computer then create text boxes on it so I can fill in information on the document.  Adobe Acrobat now costs $13 / month.  I’m willing to pay say $50 for good software which would let me do the above task.  Any suggestions?

Apparently LibreOffice can do it and it’s free.
