I prefer to believe I am pretty knowledgable when it comes down to this Windows 7 x64 desktop, but some items I can’t seem to determine the valid answer for.
    Look at the attached .jpg.
Something created and populated these folders with randomized names, mostly in 2016. I use my C: drive for the minimum amount of all my storage units.
The question, simply: Can I safely delete those ‘locked’ randomly-named folders?

Those folders were often created as temporary stores by installation programs. If you look in one you should see files for the installation of various software.

What do you mean “locked”? Are you able to view the contents?
You could “take ownership” to access them.

Most likely Windows Update. Iv’e also seen them on different Windows 7 machines. Deleted them without problems.
