When I attempt to open photoshop cc 23 Win 11 hangs and a message box appears saying that I don’t have sufficient privileges or that some other program is using Photoshop so it won’t open,  The message says that I can fix this using properties.   I can make a copy  of the message if any reader want,  Sysinternals say no other program is involved.  Adode support tried to uninstall everything, but their cleaner doesnt’ load.  The Adobe support dropped me during Chat, but they followed up and I got phone support.  When the Adobe consultant suggested a reinstall of Windows I asked if he had worked for Microsoft, he admitted he had.He did make a valiant effort to debug the problem.  But none of the Adobe tools would open.  I can’t prove it, but the problem probably my using  Fortrect as suggested by a popular and usually reliable online forum.  Fortrect hung up while “correcting” a supposed error in Photoshop.  Photoshop recently wont’ run unless I use the shortcut to run it as an Administrator.  But now it just hangs and needs  Task manager to shut down.  I any of woody’s experienced members has a suggestion it would be welcome.  Or wish me luck in reinstalling Windows 11.  I run a homebuilt MSI based, fast Intel chip and a good CPU  and all SSD’s.  When  it  worked it ran Photoshop and DxO programs very quickly, overclocked or not.  Anyone else had a Photoshop or Windows problem like this?

    thanks.
