Quick Access in Windows Explorer Not So Quick

I would have thought that having a folder stored in Quick Access in Windows Explorer would make it more accessible and fasterto get to. However, the I open Windows Explorer, the folders panel scrolls down and then I have to scroll back up to get to my Quick Access folders. Is there a way where I can keep the Quick Access folders at the top of Windows Explorer?

How are you opening Explorer?

I have tried to do this consistently but have not be able. I tried a shortcut:
C:\WINDOWS\explorer.exe /e, /select, Quick access no luck.

Getting Explorer to open to the QA ‘folder’. Might just be an inappropriate shortcut. Using the default plain explorer at this time seems to be working. Forget I said anything, i will just delete that shortcut.

For me the mystery to solve is:

I have the same when I have Explorer set to open up to This PC instead of Quick Access.

I can go to File | Change Folder and Search Options | General tab | Open File Explorer to, and select Quick Access instead. Then when I hit Win+E it selects Quick Access in the left pane so all the Quick Access shortcuts are visible.
