    I need to make the attached symbols in the scatter graph into “bubbles” and make them proportionate to the yellow shaded column D. I figured out that 63.3 is the highest number in COL D so it’s “bubble” would be the largest or 100%. Then each of the other bubbles would be smaller compared to it. Can this be done in Excel? Thanks for the help

      “Bubble chart” is a built-in chart type. See attached version. Select the data series, select Format | Selected Data Series… and activate the Options tab to customize the way the bubbles are displayed.
