Security monthly quality rollup kb4525235 failing to install

I have been trying to get the KB4525235 update to install, but without success. I have windows 7 home premium 64-bit with 6gb of ram. I even downloaded and tried to install the update manually, but without success. What can I do to get this quality rollup update to install?

Do you have the latest Servicing Stack Update installed?

The manually installed “Group B” security-only patches for Win7 and 8.1 do not include telemetry this month. But you will need the SHA-2 patch to get the Win7 patch to install.

The latest SHA-2 is from September 2019.

It’s needed for the successful installation of Win7 x64-bit updates.

Yes. I just checked, and I do have that update installed.
