    I’m going to quickly post what my issue was.
    On I downloaded the Sept. patches on 9/29.  I am Group B so the patches I applied were Kb4038779 (security only) and kb4036586 (IE11 cumulative).
    Since then my computer hasn’t been up to snuff.  Can’t put my finger on it but just wasn’t acting right.
    Yesterday is when the #### hit the fan.  Whatever it was deleted all my “restore points”.   I was trying everything.  Check disk wouldn’t work, it kept hanging up even during a command prompt.  Tried to test all that could be tested however, my computer just wouldn’t let me do most of them.  I was ready to reset it back to “factory setting” then I deceided to try one more thing.   I removed the patches from Sept. and see if that made a difference.  I started with the IE11 cumulative patch first.  I had to go to safe mode to do it, because windows said I had no “installed” updates.  So I removed that patch and rebooted my computer.  I was able to now connect to the internet, finally however it still wasn’t 100% back.  I was noticing that the “task manager” wasn’t ending all tasks correctly.  Somehow, don’t ask me what I did, I got windows to shut down all the tasks before shutting down, which it wasn’t doing.  I left the security patch alone (kb4038779)
    Knock on wood, my computer is running fine now.  So, I’m thinking that KB4036586 started to give me problems almost 2 weeks after I actually applied it.

    I was thinking if the factory reset tanked, I was going to go shopping for a chromebook!
    Somehow, I can wait a little longer, until the next glitch.

      I found an issue with KB403658 description of the problem is here Sept IE11 CU that affected both Win7 and Win8.1. It involved IE11 failure to start if  two conditions were met: tabs on a separate row and the icon font size was above a certain point. IE crashed or didn’t start at all. It didn’t effect many people because the default icon font size is 9. But where I had the problem was on a computer with higher than average resolution so the font size was elevated to compensate.

      So there is definitely something squirrely about the patch. And since it is incorporated in the Rollup, the Rollup also caused the problem. Even if you do not use IE as your browser, other Windows processes DO use it. So it’s conceivable it could cause other problems as well.

      I checked my icon font and it was at 11 so apparently that’s not the issue.

      I started to have the same problem this morning.  Started up with no problem.  I checked my restore points and poof, nothing.  Created another one.
      Windows started to freeze intermittently on whatever I tried to do.
      Had difficulty connecting to the internet. Did troubleshooting and no problems found.

      I thought maybe my home page (yahoo) was the problem so I changed it to MSN.  Haven’t rebooted yet.

      When I finally was able to get on the internet yesterday I read about  a fsutil dirty query.  I did one on C and the result was Volume C is dirty.
      Isn’t that special! (sigh)

      At the moment, I’m pulling my hair out.

      Dell Inspiron i3 3240 Ivy Bridge
      Intel

      EDIT TO ADD:
      I just remembered that when I started to have issues, I actually did a system restore.  I’m wondering if that didn’t go right and that’s a whole other issue.
