Session "RtcPalVideoEtwSession" failed to start

Have Windows 10 Pro, 1809, installed. Whenever I restart or start my PC, I get the above error TWICE. I researched it but cannot find a solution to this error, or what causes it. In some instances, it is suggested that Skype is causing the error (which I do not believe). I have the latest version of Skype installed. Is herean answer to this error or a solution which is simple. The error is: 0xC0000022, or better, here is the whole text:

Session “RtcPalVideoEtwSession” failed to start with the following error: 0xC0000022

I’d guess if Skype worked before updating then Skype now probably does not like the video driver.  That guess does not rule out that the new Skype version itself is not defective, did the previous version work?
