I am consistently (read every time) unable to restart or shutdown Win 8 Release Preview. Background: I have a 64-bit Win 7 Pro PC. I installed the original Win 8 (not Release Preview) and dual boot it on from a separate partition without difficulty. I chose to keep Win 7 as default boot OS. I had no problems and installed a number of new Win 8 apps as well as a number of important, to me, applications from the Desktop. I had no problems at that time – shutdown and restart worked normally. When Win 8 Release Preview came along, I installed it. With that I installed the same apps and desktop applications. Now when I try to shutdown or restart, it hangs every time! I installed the Win 8 Release Preview on a different PC (dual boot again) and had the same problem. Another knowledgeable friend had the same problem, but only occassionally – not every time! In my case, I had to force shutdown and then start up Win 7. This led to the optional CHKDSK to “repair” problems on the Win 8 partition and with no errors reported, Win 7 comes up fine. I finally started avoiding the CHKDSK when I attempted use of Win 8 and forcing shutdown with no obvious ill effects with Win 7 or 8. I’ve not heard anything about others having this problem. Sure, I can wait to install Win 8 RTM in a few weeks and see if the problem still exists, but I am not at all sure that I am going to move to Win 8 any time in the near future. I hear that with Win 8 RTM one cannot legally set up, according to the EULA, for dual boot with Win 7 unless you purchase the highest cost Win 8 (but not Win 8 Pro). Any ideas on what the problem is or possible fixes?

I would suspect your download or DVD are corrupted. It might be worth trying to download the ISO file again, slow burn it to a new DVD and reinstall Win 8. If one was good and the other bad I would not suspect this, but with both, it is a definite possibility. You might want to check the Sha-1 Hash before burning the ISO file.

Download Hash Tab and install it. Now after downloading the ISO file, right click it and choose properties. You will see a new tab called File Hashes. The ISO download site should give a Sha-1 Hash or perhaps one of the other 2 hashes so you can compare your download.

Check and disable (if set) “Fast Startup” under Power Options.
This will disable the so called “hybrid boot” (kernel state is hybernated and then restored on boot).

See if this will restore your dual-boot system to a state as you need it.

Go into Task Manager, Click on the startup tab and disable all entries. Reboot and see if you can shut down now. If so, use a process of elimination to find the culprit.
