This message means you do not have permission to read the file and therefore cannot download it. This can only be fixed on the server itself, not by you doing anything special.
What you may find is that the file location is password protected to prevent anyone / bots from downloading the files – it is proprietary software. I would ask HP what to do.

I have a filter on my home internet service, and I get this sort of error when I try to download drivers from HP. If I bypass the filter, or if I remote into my office and download it there, I have no problem with the download.

Do you have any sort of filtering on your internet service?

This type of error message can also come from your web browser having a problem with the safety of the requested site. Especially if the site is HTTPS. Some, but not all, browsers will offer a bypass. You might check your browser security settings.

Some ISPs block certain websites because of piracy and to some of the more sordid sites.
