Running Mint Mate 19.2.  Lately, on occasion, refreshing a web page with the circular arrow icon causes it to migrate from the viewed window to a new window.  Anyone else seeing this?

I have rarely seen something similar in Firefox when visiting sites that I haven’t before, regardless of OS, and it was down to the design of the web site. I should mention that my catalyst for this behavior is a refresh triggered by NoScript.

When I visit a new site, and thus scripts are not permitted, NoScript triggers a refresh when I enable one or more. And then (rarely), one of the site’s now-allowed scripts will trigger yet another refresh that launches the original page in a new tab (or window) while a different page loads in the original. The unwanted page is usually an ad or sign-up for a service I’ve never heard of, and because of NoScript, most or all of its content isn’t loaded.

I realize this is very specific and thus may not be helpful, but it’s the only thing in my own experience that seems to come close.
