    I hadn’t noticed this until after I installed ESET so uninstalled that and blamed it on them. Still there. Motorola and MediaTek. Finally realized and uninstalled the drivers for my Moto phone, and the Moto Rescue Assistant, but usb2ser.sys was still there. Used Agent Ransack to find 3 instances and deleted them and rebooted and finally, joy.

    Don’t know if just old drivers as haven’t tried to connect my phone. Later!!!

    EDIT: Plugged phone and it appeared correctly in explorer as a USB device. I will not worry about the recovery app as I am no longer flashing phones and will likely never need it.
