After performing the August Windows 10 update on September 4, the PC displays the one of the Windows pictures and removes the date (and any other print showing), but does not offer a block to sign in to my account. Now when it starts there is only a blank screen with the small blue rotating circle indicating the PC is waiting for something.

Is there any option to flip to a different way to log in?  Can you boot into safe mode?  What antivirus is installed?  What feature release is installed?

I can’t get into anything at all (so no safe mode or alternate sign in method). There is only a blank screen with the small rotating “delay” circle. The antivirus is Webroot. I can’t really say what updates were made as I can’t get to that page, but it was whatever was presented for August delayed until Sept. 4. I should add that the mouse responds freely.
