      I had the same issue on Windows 10 Pro 64-bit. I found that it happens only when there is a previous version of the Redistributable installed and KB3119142 tries repeatedly to upgrade the existing version(s) to Update 4.
      The fix for me was to uninstall the existing Visual C++ 2012 Redistributable versions from the computer and either not install it at all or if required by other software which supposedly installed it in the first place, download the Microsoft Visual C++ 2012 Update 4 Redistributable Package directly from Microsoft and install. I personally prefer to install both 32-bit and 64-bit versions of all the Visual C++ Redistributable versions just for consistency as they are not harmful and can actually prove useful when software which needs them do not include the packages.
      Note: KB3119142 seems to be the same patch released and withdrawn few months ago, maybe October 2015, likely for the same reasons. In December 2015, KB3119142 was released as Optional for Windows 7/2008R2 and promoted to Important in January 2016. In WSUS this patch was released originally under Tools which is extremely rare and promoted under Critical Updates.
      Visual C++ Redistributable various versions are installed side by side and it is normal to have multiple instances of versions 2005, 2008, 2010, 2012 and 2013 which correspond to different releases of Visual Studio.

      I had the same problem today. Windows 10 Pro x64 kept repeatedly installing kb3119142. This worked for me:
      1. Go to Programs and Features in control panel (Uninstall or change program) list of installed programs.
      2. Right clicked on Microsoft Visual C++ 2012 Redistributable (x64) – 11.0.61030
      …..then clicked on Change, then clicked on Repair. After repair was completed Restart your computer.

      Confirming the repair of the Microsoft Visual C++ 2012 Redistributable as a fix for this bug.
