    I use Windows 8×64 Pro on a stand-alone PC and I am the only user. My user account is Local Account Administrator.

    I have an old HP LaserJet 6L printer that I have used in the past on this PC. A few days ago, the printer stopped printing, and all attempts to get it to print failed. Windows will not allow me to complete any installation of a number of driver software packages for the printer. Every attempt has been met with a Windows error message; ACCESS DENIED.

    (My last install attempt was with a HP Universal Printer Driver package for Windows 8×64, downloaded from HP website. The printer used a LPT connection originally, but the data transfer from PC to Printer is now via USB cable. I use a standard USB to LPT conversion cable which has worked for me on the W8PC in the past…)

    I can not find a fix for this problem. Any help?

      Remember that no matter what group your account belongs to you are NOT the Administrator. Sometimes you must run install packages with elevated privileges. Are you using “run as administrator” on the install package?

      I have a few choices. I captured new files from a Windows Update that would also not install. MS provided an .inf file.
      The software package from HP has an install.exe file.
      I choose to “run as Administrator” by right-clicking the file and choosing RunAs from a menu. Even when trying to install that way, I still get ACCESS DENIED.
      1.) I have not run the HP.exe from an “elevated command prompt” *but I will try that…
      2) Using the Windows.inf file appears to require me to plug the printer USB cable in. The ‘Add a Printer’ dialog appears, I choose printer that will use the HP Universal print driver, it starts to load the driver but quits with Access Denied.
      3) Prior, I could simply plug the usb printer cable in. Windows would add the HP LJ 6L to device manager and devices and printers folder. I could then choose the printer and its drivers, it would install the driver and I was good to go.
      4) Now, when I plug the printer in via USB, a “USB” printer appears in the Devices and Printer folder and an unknown device appears in device manager. The device is “incomplete” so there is no “update the driver” for the printer in device manager or devices and printer folder.
      5.) By the way, even though my local account is the only account, I did add my username to the Administrators Group. I thought that would elevate my account to Administrator status when elevated rights were needed…?

      Q: Should I en-able the “Built-in Administrator” in Local PoliciesSecurity Options, at least until I get the printer drivers to install?

      1.) I said “elevated privileges” NOT “elevated command prompt”. “Run as administrator” is elevated privileges.

      5.) No. Microsoft changes the security architecture starting with Vista and carrying it forward to Win7 & Win 8/8.1. Even though you are a member of the administrators group that is no longer the same as running logged in with the Administrator account. By default the built-in Administrator account is disabled. That is why “run as administrator” is available. That temporarily gives the program elevated privileges. Even so you may NOT override Windows security. If a specific account has permissions to a file, folder, or registry key to the exclusion of others you will still be denied access. The only way to get around this is to take ownership of the object in question. First, you must identify the object. Is there a log file from the failed installation available?

      When installing USB devices the correct sequence is to start the install of the HP Universal driver then at some point in the installation process you should be prompted to plug in the device.

      NOTE: in general, do not update drivers from Windows Update.

        A5: I did not find a log file on the failed installed. I looked in c:windowslogs folder and in AppDataLocalTemp folders for the UsersAdministrator and UsersMyUsername.

        I attempted to install the HPUD
        I choose the USB-Plug-n-Play mode with add HPUD drivers to the Windows Drive Store.
        I followed the directions.
        After the driver install was complete, I plugged in the USB printer. A device-setup box opened and completed in the taskbar.
        the Add Printer dialog box was opened.
        I found a printer in the Devices folder. It had no drivers.
        I began to install drivers by choosing to “Pick a device and using files on my computer”.
        I picked Printer, deselected compatible devices to see all the choices, found and selected HP Universal Driver (PLC 5.9).
        Short story is the driver install started but did not complete and the Access Denied notice was displayed.

        One last thing. Prior to this printer issue, the XPS Service in the Control PanelPrograms and Features Features box was selected; Now it is not.
        After selecting the XPS Services box, Windows tried to add the feature put failed.
        It returned an error 0x80000F0922.
        I re-started the PC and tried again with the same result.

        PS. I do have 3) log files for 3) different error messages while trying to install the printer. They were notated in the Event Viewer

      MS has a Fixit that may help with problematic installs http://support.microsoft.com/mats/program_install_and_uninstall/en-gb and sometimes the problem can be because of a corrupt .NET Framework.

      MS also has a repair tool for that which you could try if the previous Fixit doesn’t resolve http://www.microsoft.com/en-gb/download/details.aspx?id=30135

      If it still fails to install with the window open then click Next and it may give a .NET that requires repairing.

      With the printer now requiring a different port, right click on the printer icon in Devices and Printers > Printer properties and under the Ports tab ensure it is selected for USB001.

      Does Event Viewer have anything or the error code ?

        The tool re-installed .NetFramework4.5. Nothing changed regarding the printer driver install.
        Yes. Event Viewer registered errors on printer driver installs.

      You might try a manual install:

      Copy / unzip the install program, so that the files are visible. You should have some .inf files among them.

      Plug the printer’s USB cable into the computer. When the Add a Printer dialog appears, browse to the folder containing the appropriate .inf file for Windows 8×64. (Use Windows 7×64 if there isn’t a folder for 8×64). Select the appropriate .inf file and continue.

        The Add a Printer dialog would only select the folder that the printer .inf file was in. When I ran the AaP and selected the proper folder, Windows indicated it had found a file, tried to install it, and displayed the Access Denied message.

      This Access Denied bit could be a bit of a red herring – which AV program are you using and have you tried the install in Safe Mode with Networking ?

        No AV program is used or installed at this time.
        I have a stand alone pc and I am the only user.
        My windows install is not set up to share files, printers, etc.
        Since I am not a part of a network here, I don’t have networking enabled.

          You made some informative and interesting comments in your posts above.
          The access, security, and permissions issues for Windows files or folders are cause for lots of problems to some of us. I have yet run across a comprehensive overview or introduction tutorial of any of the issues really. Those of us that need to know have difficulty gathering the knowledge.

          A question from my own ignorance is; “who/what is?”

          A while back I read this comment at the MS site: “You must log on to the computer as an administrator to be able to perform a *clean boot.”
          At least for me, I have not comprehended the basics. I know many others are sitting in various seats of the same boat.

      As a work around, install a virtual machine with an XP or Linux OS on it and install the printer there.

        good idea as the time I am spending in un-believable ! I hate to install a VM only for the purpose of accessing a printer; but, it I can not fix the strange no-access problem soon then I may look at using a VM.
