These would depend on whether you have any of the Windows Live Essentials suite (This suite includes Windows Live Mail and several other apps) and/or Microsoft Silverlight (MS version of Flash, gaining in popularity) installed on your PC. Check these in Control Panel, Programs and Features.

You can safely take the Silverlight update.
(taking or leaving Silverlight will not have any noticable effect, unless you use it, in which case you’d know it).

See Windows Live Essentials 2011 – Download free Microsoft programs for an overview of the programs included in the Windows Live suite. If you do not use nor are interested in any of them then you do not need the WLE 2011 update.

I second Clint’s opinion about Silverlight. I’d just install it and not worry about it.

I believe that the installer for WLE is part of the standard Windows 7 installation, but prior to SP1, it will be for WLE 2010. If you haven’t installed any part of WLE (such as the mail client, WLM) all the update should do is to update the installer so that if you do choose to run WLE installer, it will download WLE 2011 and not WLE 2010.

WLE is a separate download. If it is loaded on an OEM system it is because the OEM either chose to or has a deal with Microsoft. It is NOT included in Windows 7.

It will begin showing up as a recommended update in Windows Update though.
