    Recently started getting this pop-up warning “Windows-No Disk Exception Processing Message 0x0000013-Unexpected Parameters”.  Didn’t pay much attention at first, but the message kept popping up.  Then I started to notice this was happening about the same time each evening anywhere from 8:09 to 8:55PM.  First place I looked was the Task Scheduler, thinking because this was always happening around the same time, it must be a Scheduled task generating the issue.  Went through each and every task looking for a matching time frame, but found nothing.

    Next place I went was the Event Viewer and there it was.  Time stamp matched exactly.

    Event Log:  Error, Source=Perflib, Event ID=1015, Task Category=none

    C\Windows|System32\Perfdisk.dll

    Armed with this, I went out to the internet looking for clues as to what was causing this error.  Found several similar examples but only one exact match to the data I have.  Person writing this submission indicated this error was caused by Performance Measurements and has no effect on the operations of Windows.  He went on to say that he disabled the associated services and cleared up his issue.  Apparently, the list of “services” needed to be disabled is extensive as he wrote a script to disable all these services, and posted a link to the list and script.  However, I was unable to access the link to this list or script.

    Now I fall into the category of “knows just enough to be dangerous”.  I understand that disabling to wrong services can cause all sorts of problems including not being able to start Windows.  So I feel I can not go any further without expert assistance.  If there is someone who is familiar with this issue and is able to guide me through the process of disabling the appropriate services, I would truly appreciate it.  Or, if my assumptions are wrong, get me pointed in the right direction.

    My system is a Win8.1 Dell XPS 8500, i7-3770, 16meg memory, 2TB 870 EVO SSD, 3 external USB HDDs for File History, photo archive, and video archive.

        Thanks for the resource Paul.  A lot of information there, but I was not able to determine any relationship between my issue and all the services listed there.  I’m not saying it is not there, it is just with my limited knowledge I was not able to glean anything out of it to help with my issue.

        As a mater of fact, I may have more of a problem than I first thought.  Tonight I installed two new programs.  One starts up just fine, no issues, but the other triggers this same error.  I have to dismiss the pop-up error twice now.  The program starts fine, but now the error pops up and has to be cancelled twice before I can get to the new program.

        Driving me crazy!

      Double-check that this service is set to Manual.

      In Explorer: Right-click on Computer (NOT on C:) > Manage (‘Yes’ on the UAC challenge) > Services and Applications > Services. Scroll down to Performance Logs & Alerts.

      If the Startup Type is not Manual:
      – right-click on it > Properties; change to Manual.
      – Test your new triggering program.
      If the Startup Type already is Manual:
      – right-click > Properties; change to Disabled.
      – Test your new triggering program.

      In (tab) Dependencies, notice that there is nothing else dependent upon this, so there should be nothing else affected.
      If you still get the error, return Startup Type to Manual.
      – Something else then is amiss.

      Hi Paul, thanks for not abandoning the quest.  Followed your clearly written instructions and found my Performance Logs & Alerts was set to manual.  Changed it to disabled and tested again.  Same result, four errors issued prior to program launch.

      From the event viewer I found the “dll” listed in the error messages and confirmed they are present in my computer.  Tried tracking down more information by doing searches and almost always ended up on dead links before finding anything useful.  Guess I didn’t realize how ancient this OS is:(

      Here are the errors I now see when launching the new program:

      Error 06/29/2021 14:38:49 Perflib 1010 None
      Windows cannot load the extensible counter DLL rdyboost. The first four bytes (DWORD) of the Data section contains the Windows error code.

      The Collect Procedure for the “C:\WINDOWS\System32\perfos.dll” service in DLL “PerfOS” generated an exception or returned an invalid status. The performance data returned by the counter DLL will not be returned to the Perf Data Block. The first four bytes (DWORD) of the Data section contains the exception code or status code.

      Error 06/29/2021 14:38:49 PerfOS 2011 None
      Unable to collect System Pagefile performance data. The first four bytes (DWORD) of the Data section contains the status code.

      Error 06/29/2021 14:38:48 Perflib 1008 None
      The Open Procedure for service “.NETFramework” in DLL “C:\WINDOWS\system32\mscoree.dll” failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code.

      The thing that caught my interest was the error referencing Ready Boost.  I’m not using that feature but the “dll” is present.  The other item of interest I found in searches was a comment that Performance Logs were trying to access/report on a program(s) that were uninstalled but didn’t get completely cleaned out – don’t recall performing any uninstalls in relative proximity to the appearance of the errors.
