Someone else is struggling with this, and I got curious.

Is there any way to have a different format for the footnote separator in different sections or on the first page?

I know the draft view trick, but when I change the alignment of the separator it changes for all sections.

I tried a macro that loops through the document stories in a macro and, if the story is a/the Footnote Separator story, changes the alignment for only the first paragraph, but there seems to be only one Footnote Separator story for the entire document.

    Any ideas?

I guess this wasn’t something MS ever thought anyone would want.

The only idea I have for you is to use a floating object in the first page footer which can be positioned over the footnote separator. If this was your preferred separator sitting in a white text box then you could put anything you wanted into it and use it to obscure the real footnote separator. You would however need to position this manually whenever you wanted to print so it is a very poor option.
