Word 7 Randomly Renumbers my Lists

My problem is I have a numbered list at the end of each chapter. They should each begin with number 1. Word 7 will randomly repaginate and link all the questions so that by the end of my last chapter it lists Questions from like 72 to 83. The lists are separated by normal book text, but is is as if it randomly repaginates and renumbers all my lists, linking them together. I tried to fix it in Styles, telling it to begin at 1, but that makes no difference.
