Add notes to a file

A few years ago I had a little utility that, when in Windows Explorer, allowed you to right click on any file and in the context menu was an item that said Notes or maybe Description. Anyway this menu item allowed you to add any text you wanted to that file. Notes to yourself, install date, bugs, key code whatever. This text was part of the file so you could move or copy the file and the notes would stay with it. I recently found a similar utility called Folder Remarker, but it keeps all the notes in a separate database, so if you move the original file you lose the associated note. Does anyone know of a utility that will allow me to keep notes with a file, is small, simple and free or inexpensive?

Explorer Notes is on the right track but the 255 character limit forces me to rule it out. Our office is installing new software and the software developer is customizing it with our input. I’ve been making suggestions to the developer, he makes the revisions and sends the file back. I then recheck it, make more revisions and start the process over. There are 40 – 50 files involved, each one with multiple revisions. I’ve been keeping track of the changes on paper but that is getting out of control. My thought was that by having the revision notes as part of the file we could have a clean, permanent and easily accessed history of each file.
You did lead me to another utility at ZDNET Download, Describer V5.3.1 does not appear to have a size limit. However it has no formatting capabilities at all. Everything is in one big paragraph. At least it’s a start.
