Well, the definition of a Down is an extensive undulating and gently rolling plains, often know as downland in the UK. The South Downs in the south-east of England around Kent and parts of Surrey range from 0 metres above sea level to 294 metres (965 feet) to a fantastic hill call Leith Hill which I have run up and down and is classified as a Marilyn.

A Marilyn is a type of mountain or hill in Great Britain, Ireland or surrounding islands with a relative height of at least 150 metres (492 ft), regardless of absolute height or other merit.

So by definition you can run Downs up and Downs down depending where you start

PS There’s a joke in there somewhere about hills above a certain height being known as Marilyns and the peaks in Scotland known as Munros -

A downland is an area of open chalk hills. This term is especially used to describe the chalk countryside in southern England. Areas of downland are often referred to as Downs.
The word ‘down’ derives from a medieval germanic or norse word โ “dun”, a hill. (Wikipedia)
I live just to the east of the river Medway estuary where the river passes through a gap in the north downs which makes me a Man of Kent as opposed to a Kentish man which I would be if I lived the other side of the river.
