is there a way to re-order the items on a shortcut menu: I would like to move

When you say ‘Shortcut Menu’, do you mean a sub-menu from Start > Programs?
I believe not. I used to rename them numerically – e.g.:
1. Quickview
2. Open

If you click and hold on a shortcut in your Windows 98 start menu then you can drag it to another position in the list.
