Ever since the October updates for Windows 10, I keep getting prompted over a dozen times to enter my pin for my CAC. I’ve heard that if I remove the update, the problem goes away. How can one report this problem to Microsoft? It’s very annoying and could cause me to lock my CAC out if I enter my pin wrong more than three times.

What version of Win10 are you running and what updates were installed in October?

1809 and specifically it’s KB4519338. I should also mention, this is when accessing my military email via OWA. My system is managed by my IS dept and they are not likely to remove the KB.

Furthermore, I’ve since had the November updates applied and saw no change in the behavior.

If you system is managed by your IS department, you probably don’t have the privileges to make the changes yourself. You will most likely have the best results if you let them handle the situation.

Use a web-based tool like Zoho Assist (or something similar) to remote into a PC/laptop at home, then hit your .mil OWA from there.
