    This issue began on September 27, 2019, immediately after downloading of Cumulative Update for Windows 10 Version 1903 KB4517211.

    The Cumulative Update for Windows 10 Version 1903 KB4517211 is causing the printer spooler service to stop and the installed printer is no longer recognized.  It is an HP Officejet Pro 8210 printer.  When I go into services.msc I can start the spooler and my printer then reappears but as soon as I try to print the spooler service stops.  If I uninstall update KB4517211, my printer again works.  Also, the next time I check for windows updates the update downloads again.

    Considerations:

    • Ran troubleshooter (printerdiagostic10) while update was installed and no issues were found.
    • Tried to stop the update from downloading using Microsoft utility (wushowhide).  It said the update was being hidden yet it still installed.
    • Posted issue in Microsoft COMMUNITY with no substantial help.
    • Chatted with a representative in Microsoft ADVISORS who referred to me Microsoft ADVOCATE.
    • ADVOCATE performed an In-place Upgrade with Windows 10.  This did not solve the printer spooler issue so I first did a system restore (successful) and then uninstalled KB4517211 (successful).  Printer again is working. 

    Obviously this is an issue with KB4517211.  How can I ensure this matter is brought to the attention of the appropriate persons at Microsoft so it can be investigated and fixed?

    Right now, the only thing I can do is pause updates which is not a long-term solution. (Note: My system —  Windows 10 Home Edition —  is up-to-date except for KB4517211.  Any suggestions, comments or who to reach out to at Microsoft will be appreciated.

      Yes, we have reports of KB4517211 causing problems for HP printers. See this main blog article – second point – and read the comments in the thread.

      And also this one..

      You can TRY setting your Internet connections to metered in Settings. Works for either wired or wireless. It may not help if it’s already downloaded.

      And here’s some information on how to clear the Windows Update queue.

      Thank you very PKCano for your timely response and additional information.  Though of course the problem is annoying at least it is a known issue and I assume it will be fixed, eventually.

      I wanted to clarify that the printer was working fine after the Update Tuesday (September 10, 2019) Version 1903 updates and that is the state I have my computer in now.  It was only after the September 27, 2019 KB4517211 update installed that the HP printer spooler issue appeared.  I wasn’t sure if the blog item 2 was caused by KB4517211 or an earlier in the month update.

          : Concerning your question about HP printers – it seems the majority of affected systems are using HP printers. But I put that question into my articles and got confirmation, that it also affects users with PDF printers and also Kyocery printers as well. The strange thing: It seems that only a small amount of users are affected, but I don’t know why …

      Third paragraph in this post.  My printer is an HP Officejet Pro 8600 all-in-one network printer.

      Always create a fresh drive image before making system changes/Windows updates; you may need to start over!
      We all have our own reasons for doing the things that we do with our systems; we don't need anyone's approval, and we don't all have to do the same things.
      We were all once "Average Users".

      The Microsoft Cumulative Update for Windows 10 Version 1903 KB4517211 is causing the printer spooler service to stop and the installed printer is no longer recognized.  It is an HP Officejet Pro 8210 printer though there are reports  that it is affecting other HP printers too.  It was suggested in the Microsoft Community forum that I post the issue here to gain the attention of HP personnel so they are aware of the matter.

      When I go into services.msc I can start the spooler and my printer then reappears but as soon as I try to print the spooler service stops.  If I uninstall update KB4517211, my printer again works.

      Considerations:

        edit: I wonder if the printing problems with the KB4517211 update also affects other name brand printers besides Hewlett-Packard [HP], or other series of HP printers like HP envy or HP Laserjet. I have not been able to reproduce nor encounter the problem with my family’s HP Envy Photo 7858 series printer with KB4517211 installed. So far I have not seen any reports of printing issues with other brand printers like Canon or Epson.

      I have 2 desktops that run automated apps, which were on 1903, and had applied all updates manually.  I have now upgraded them to 1909, with no problems.  I have 2 lightly used laptops that were on 1903 with all updates applied manually, including KB4517211.  They are also now on 1909.  I have another laptop in the Fast Ring, with the latest release, with no problems.

      My primarily laptop is on 1903, with all updates except KB4517211.  Last night, on my primary desktop on 1903, with all updates except KB4517211, I installed that update last night.  Upon rebooting, it was stuck on a black screen before login for 3-4 minutes.  Once I logged in, it was slow to make the desktop icons visible.  Once that happened, about a minute later, all desktop icons disappeared.  I waited 3-4 minutes, then changed users to see if it would refresh the desktop, and it didn’t.  Looking at the Task Manager, their where 3-4 instances of Windows Explorer running, using 15-20% of CPU time.  When that didn’t subside after about 5 minutes, I rebooted with the intent of uninstalling KB4517211.  After the machine rebooted in the about the same average time as before, everything was back to normal.  I see no other problems.  I have Epson and Brother printers, and they are working properly, and no other obvious problems.

      If I was involved in a business, I would be hesitant in installing the latest updates, except updates involving real security issues.  If you have uninstalled IE11, what part of the remnants/Exe’s left over are still being used?

        If you try to uninstall IE11, it will revert to an earlier version of IE.
        You can only disable access to IE in the GUI through “Turn Windows features on or off.” The “guts” are still there and available to other Windows processes.

      After uninstalling Internet Explorer 11, it’s not listed anywhere as a lower version app.  If you search for IE in the search box, it shows Edge as the result.  It you try to execute the 3 Exe’s in the Internet Explorer folder (ExtExport.exe, Ieinstall.exe, Ielowutil.exe), they do nothing.

      I can report that I have the same problem as the OP with Windows 10 Version 1903 and KB4517211 killing my HP OfficeJet Pro 8740. It’s on a wired network. Only one desktop was updated and then lost printing. Another desktop and a laptop, both at the same Win10 level and neither with the update, are unaffected.

      You’ve asked that too within my blog. I put that question into both (German/English) articles. The first feedback I received: The majority of affected users are running HP printers. But I got also feedback from users with PDF printer drivers, with Kyocera network printers and so on. So your (and my) suspicion, that it may be related to HP driver, seems to be wrong.

      I also received a feedback from one German user with issues with a HP laser printer. He wrote that re-installing the printer driver using the .inf file in device manager fixed his issues.

      The 1903 KB4517211 update effects our HP Officejet Pro 8720 as well.

      The update also disabled Windows Wordpad on our 3 towers & 2 laptops.

      Any body else notice this ?

      BTW: We no need ‘another source’ of confirmation anymore. I’ve escalated that issue (as a community moderator) via Microsoft Answers to Microsoft’s developers. Microsoft has now confirmed this issue.  It affects:

      So it looks like the printing issues occur not only with 1903 but also other Windows versions as well when those out-of-band IE updates like KB4522016 for 1903, KB4522015 for 1809 etc. are installed.

      I’ve run across a few issues recently which appear to be related to KB4517211. I have been pushing 1903 to users via WSUS over the last few weeks and no issues to report up until this week. I did approve kb4157211 but have now changed it to “not approved” to see if sudden recent issues go away.

      First off I’ll mention that I never pushed KB4522016 to any systems because it never showed up in WSUS. So that won’t be a factor with the issues I’ve seen.

      I mentioned in another thread that I installed a new HP Color Laserjet M553 on our network in AD and setup around 12 computers last week to use it. No problems until yesterday where 2 users suddenly could not print. The 0ne pc I did not get to check until this morning and when I did it appears the system rebooted and after logging in I was able to print without making any changes.

      Another person also had a print issue with that printer. I did not handle that call but I was told that the person handling the call fixed the issue by uninstalling that printer on the pc and setting it up in a workgroup mode with a different driver instead of installing using the drivers installed on the server. All other pc’s a printing fine.

      Once I found out about those 2 issues I told my co-workers to pass along any printer issues to me.

      We also had an issue yesterday with one person on another floor printing to a Ricoh MP C3503 floor standing MFP. When the user printed nothing came out of the printer. Someone had setup that printer using a V4 universal printer driver. I removed that printer and set it up using a Ricoh MP C3500 PCL 6 driver from the full printer list in add printers after running Windows Update to get all drivers available.

      I had one user who still uses Office 2013 open license and Word and Excel were freezing up and would not open. I ran office repair and rebooted which allowed both apps to open but they were still acting strange. Task manager revealed the print spooler was consuming around 35% of cpu usage. I killed that process and everything worked again and appears to be ok.

      I just now learned of another user using Office 365 2016 which did have the printer spooler issue and she could not print to any printers and at one point all printers disappeared from print spooler issues. I told the guy to remove KB4517211 and after doing so everything was back to normal. I don’t believe this person ever has an HP printer available to her. Her available printers were either Ricoh models or Dell.

      I do have the option to “approve for removal” in WSUS but we’ve decided to wait for now. The majority of our people on 1903 are not experiencing any issues in this regard other than 4 or 5 pc’s.

      I don’t see any common denominator with the issue we’ve seen on only a handful of pc’s. Needless to say I’ve stopped pushing that patch. The vast majority of users are not reporting any issues.

        msvcrt.dll and jscript.dll appear to be a common denominator in the event logs.

        This was reported 3 times yesterday on the pc in which I did not have to change anything when checking it this morning:

      I found Uninstalling Kb 4522016 Returned Print capability to my HP MFP M227fdw. I got a (ie) “Printer Configuration Error” popup when I clk’d Print on a ’16 C2R Word doc..

      I JUST found KB 4517211 yesterday (9/30) Waiting and Delayed it til Oct 7, and will try Meter trick, too.   FYI

      Thing get more and more curious. After MS published the confirmation and blameIE update KB4522016, I asked my readers. I got now feedback from 2 sources, saying that they never have installed KB4522016 on their machines, but are facing printing issues.

        I did not install KB4522016 on the failing PC and the trouble began after installing KB4517211. But I don’t think this is curious because both are labeled as cumulative so KB4517211 probably includes whatever was introduced in KB4522016.

      On October 03, 2019 Microsoft issued update KB4524147 for v1903.  It was available in Windows Update. It purports to fix the printer issue that arose when installing update KB4517211 (which I later uninstalled).  I installed latest update but it did not solve the printer spooler issue.  I can manually start printer spooling service but as soon as I try to print an error message indicates printer spooler service is off.  Also, message that no printer is installed.  Uninstalling KB4524147 remedies the situation and the printer again works fine.  Printer: HP Officejet Pro 8210

      I just posted that KB4524147 does not fix the printer spooler issue which arose when installing KB4517211.  A poster on the Microsoft Community board asked if KB4517211 might need to be re-installed before installing the fix (that KB4524147).

      I turned Windows Update back on today when I read that KB4524147 was issued.  Windows Update offers KB4524147 but not KB4517211. I would assume the latter is not needed but since the fix from KB4524147 did not solve the printer spooler issue, is it possible KB4517211 does indeed need to be re-installed manually?

      On October 03, 2019 Microsoft issued update KB4524147 for v1903.  It was available in Windows Update. I also installed this latest update but it DID NOT solve the printer issue.  My error is that I can’t print from Word for Office 365 MSO (16.0.12026.20100) 32-bit, “Word can’t print due to a problem with the printer setup.”

      I uninstalled KB4517211 yesterday and I was able to print occasionally form word.

      I was always OK to print the test page from the printer directly.

        I’m having the exact same issue also with a HP Pagewide Pro 477.  This was mostly from Word 2019 but on occasion it actually shut Word down. Adobe was having issues too.  I Uninstalled KB 4517211 on the 30th Sept and workstation printed again.

        HOWEVER… the plot thickens (thanks Microsoft)… this morning my client reports that she is unable to print again.  KB4517211 has not reinstalled because I hid that update and no further updates have been installed.

        This morning it wouldn’t print from Edge and Google and then also hard shut Google down which asked to restore pages when I started it up again.  After that is printed occasionally.

        The required buffer size is greater than the buffer size passed to the Collect function of the “C:\Windows\System32\perfts.dll” Extensible Counter DLL for the “LSM” service. The given buffer size was 28496 and the required size was 31568.

      Our organization starting having this problem today as KB4517211 was approved and installed.

      We use Epson TM-88iv receipt printers and HP printers.  In all instance you can print one job and then the spooler service crashes in jscript.dll.  We used GPO preferences to alter the spooler service to “restart the service” after all subsequent failures with 0 min delay, but it still takes time and a few win 10 1903 machines didn’t show any printers at all to select.  Removing the KB4517211 resolved all issues in every occurrence.  We declined the update in WSUS for now and will work on a plan to remove it from machines where this awful Microsoft jscript print virus made its way to our systems.

      Not installing security updates is not permitted where I work and I’m guessing Microsoft is going to push the blame for crashing printer drivers onto the OEMs.  Let’s hope Ricoh, HP, and the rest are paying attention.

      I did not have Spooler problems with the KB4517211 update. But with the KB4524147 update the Spooler problems began. The Spooler Service stops automatically. After restarting the service, within 20-30 seconds it stops again. I had to roll back this update on 5 workstations with the same problem already. What was meant to be a fix, broke my workstations. I am now delaying all updates on the rest of my workstations.

      Wordpad no longer works, you can type, but when saving or printing the window/program just closes on it’s own, without saving or printing.

      Saturday, October 05, 2019 – I un-paused Windows Update and KB4524147 is now an optional update.  As you know, it was mandatory when released on October 03, 2019.

      So a laptop had KB4517211 and spooler service was crashing.  I installed KB4524147 and it continued to crash.  Once KB4524147 is isntalled, KB4517211 no longer appears.  I uninstalled KB4542147 and restarted.   Spooler service is still crashing.  KB4517211 reappeared.  I uninstalled KB4517211 and restarted.  This resolved the matter.

      Same here. I uninstalled the KB4524147 and spooler service is again running fine.

      KB4517211 did not (re)appear afterwards.

      I just purchased 3 laserjet M227fdw and 3 laserjet Pro M428fdw printers and all were installed at different locations/clients and all were working fine up until WIN10 updates ran on October 4th or so.  I found that removing KB4524147 without rebooting and then running wushowhide to hide that update worked for me but printers are still very squirrelly.

        The Oct.8th Patch Tuesday updates seem to have fixed that issue. We are still looking at the patches to be sure.

      I am the original poster of this thread and I confirm PKCano’s last post.  KB4517389 fixes the printer spooler service issue and I am able to print (HP OfficeJet Pro 8210).

      Yes, KB4524147 affects 64-bit version of WordPad, as a work-around one can  link to and use the 32-bit version in the C:\Program Files (x86)\Windows NT\Accessories folder.

      Hoping Microsoft is aware of these issues.  Office is on the Semi-Annual Channel, — patch should have never rolled out.

      KB4524147 causes Illustrator CC 2018 to quit upon opening any file. It appears it added a bug to the jscript.dll file.
