‘Establishing Secure Connection’ problems

Whether I am trying to access a secure or a non secure site this message comes up in the bottom left corner of Google Chrome. It can spend 5 minutes doing that and sometimes says it is taking too long to connect and other times it eventually connects. Anyone have an answer to this.

Any site or a specific site?
Connect, as in load a page or bring up a login window?
Do other browsers have the same issue?
Does it happen if you run without plug-ins?

Thank you Paul for your reply. I discovered that I had also installed the Google Chrome extension for the VPN as well as the main application so obviously they fought one another.

I uninstalled the main application and just used the browser extension and now all is fine.
