When I click ‘save as’ on Firefox, a white rectangle opens that says ‘save as’ at the top.  I can’t download.  If I click a link, it says ‘enter name of file to save to’ – but it’s a white box below.

Any idea what is going wrong?

Is that not an offer to download?

Just because you don't know where you are going doesn't mean any road will get you there.

I think a screenshot or two might help us to investigate.

You have to give it a name when you’re doing a “Save As”, then you can proceed.  If it needs to download, it will.  Most likely whatever you clicked on is already in the cache.  I don’t know where you found a Save As, it should say Save Page As.  Just my 2¢.  A screenshot would be good.
