    I am randomly seeing Window 10 21H1 start up from cold boot with the Admin account signed in.  I can’t identify the exact circumstance beyond the previous shutdown being done from the Admin account.  During my testing, it occurred once but not the next two times.  If I sign out of the Admin account before shutting down it doesn’t happen but that shouldn’t be required.  I hadn’t noticed this before 21H1.  What could be going on?

      Do you have startup enabled? With fast startup enabled, what used to be a cold boot is not really a cold boot.

      Have you changed any of the default login settings?

      No fast boot or fast startup.  I am not using UEFI.  UEFI is an option but I haven’t seen a compelling reason to jump through the hoops required to enabled it.  I was surprised that I wasn’t forced to when I replaced the HD with an SSD 6 months ago but that is a different topic.  I haven’t made any login setting changes.  Upgrading from 20H2 to 21H1 is the only system change that I can think of.

      I have a finger scan enabled as a login option for my user account but not for the Admin account.  It is password only.

      Could the auto signin of Admin be due to a short period between shutdown and power on?  I usually wait 30 seconds using the “one mississippi, two mississippi,…” method.

      I think I figured it out.  In the Sign-In Options settings is an option to “Use my sign-in info to automatically finish setting my device after an update or restart”.  It was enabled which I think has caused the Admin auto-signin.  I have disabled it and have done a couple of cold boots without Admin being aut0-signed in.  Below is a paragraph from an article I found on tenforums.com that seems relevant.  If this is true, MS should have changed the wording on this option.

      “Starting with Windows 10 16251, the advanced Windows Update feature to use your sign-in info to automatically finish setting your device after an update has been extended to regular reboots and shutdowns. When you log in and initiate a reboot or a shutdown through power options available on the Start Menu and various other locations, Windows will automatically setup your account after it’s has booted back up. This will help you sign-in faster and will restore your accessibility applications and any other application that has registered for application restart.”
