    How would you write data to the buffer via code so it can be inserted into another application?

    This is similar to highlighting a table or query results and then selecting copy and then going to excel and selecting paste.

    I know I could use Transfer Spreadsheet or Output to command, but these fail when excel is open and I want to paste data to a different worksheet of the active workbook. (which is the actual problem I am trying to solve.)

    Not sure if this post belongs in access or excel so I am posting it here.

      Do you want to copy/paste data selected by the user, or all records from a table or query?

        All records from a query.

          You can do this from Excel using the CopyFromRecordset method of the Range object. See for example post 376113 or do a search for CopyFromRecordset in the Access or Excel forum.
