MS installed the 24H2 update on my desktop PC. Letting that happen was stupid really, given the excellent DEFCON warnings. It worked fine for awhile, until an overnight update in September. In testing various solutions posed online, my fast way of testing a results is to use my keyboard or mouse as follows:
WinKey-All Apps. The drop down app list does not let me select an app, because any keyboard down arrow or mouse pointer faces a moving target that scrolls back to the top of the list (other users report it going to the bottom). This issue replicates throughout my daily use in many ways. For example, if I want to see or add a January appointment in my domain-based (gmail) monthly calendar, I have to first select February in the top bar. As soon as my mouse pointer moves into that calendar, it scrolls back to January. Starting in January moves back to December, etc. This issue does not exist on my Laptop running Win 11 Pro 23H2.
There are many posts elsewhere about this issue, all the way back to 2021 Win 10 users. Fixes such as “Settings/Personalize/Color/”change to manual”, or “Turn off Scroll Inactive Windows When Hovering Over Them” have not worked for me. Suggestions to change my mouse and update drivers are futile, as all other wired, USB and Bluetooth mice with their updated drivers repeat the problem. I’ve done a recovery in place reinstall, to retain my extensive business and personal software configurations, with no success. I’ve checked all my SSD’s, and disabled all non-system startup apps. Clicking on the “go back” option in Recovery, and trying to restore my prior Win 11 23H2.iso which I saved to my file history, now requires a clean reinstall. That’s a long three-day loss of business.
The most common consensus is some Win 11 or other installed app may be constantly refreshing the screen. I paused and then uninstalled OneDrive thinking it might be the culprit, but no success.
