I think the Language Packs are available only to the users of Ultimate and Enterprise versions, which are essentially the same thing with different licensing terms.
Any other edition officially would not get Language Packs, although I think there are ways around it, probably in breach of licensing terms.

Wow, I feel your pain! I’m thinking a repair install ‘might’ work but I have no idea where someone can get an ISO for W7 that is not SP1. I guess you could try the ‘free’ upgrade to W10, just kidding. The Horror! 😉

I personally, because I don’t know any better, would just do a clean install of W7 SP1. Use Windows Easy Transfer but manually backup the user folders, (Documents, Downloads, Pictures and so on.) Backup the AppData folder and drivers folders (C:WindowsSystem32) and/or use something like Double Driver.

You can get the “Official Windows ISO Files Free from Microsoft.” The link is an article that explains how to ‘convince’ the web page to offer more than just W10 ISO files. I’ve used it in the past to get copies of W7 SP1 Home and Pro. I just now looked and ALL the W7 ISO files are SP1. You’ll have to use the developer console in your browser to use a script but it’s pretty easy and the article has very good instructions on the process. Literally just takes a couple minutes and the download speeds, at least for me, are surprisingly fast. I had better luck getting the script to work using FF ESR and Pale Moon versus using Chrome. And I had to go to the pastebin link at the top of the article to get a copy of the script that would work for me, I would get an error in the console when I tried to use the script when I copied it from the makeuseof article. Just wanted to throw out my feeble minded idea out there. Good Luck!

You can always install in repair mode with Win 7 SP1, which should be the same edition. There are ways to trick the installer to use a different edition, but because this is not a supported procedure, I will not present it here, being documented in many places on the web.

      Win8IP-Microsoft-Windows-DownlevelApisets-Shell-WinIP-Package
is part of platform update KB2670838, it’s not part of LP

Thanks! i wasn’t aware of that.

So, if I install KB2670838, I should get the files? I have looked up this update and apparently it caused folks some trouble.

If you don’t have a particularly old system with major driver issues, then KB2670838 is mandatory before installing many other updates. Among those updates are IE10 (which you can skip now) and IE11 which must be installed and patched according to Microsoft (and I think Woody), regardless of your preferred browser.

True – as long as you’re running Win7, 8.1, or 10. Vista users get stuck with IE 9.

Just checked, and the files I need are not actually part of KB2670838. Haven’t yet been able to figure out where one WOULD get them, or why the machine does not have them. Still stymied.
