    Is there some way to stop Outlook 2010 from adding a whole new set of folders whenever a new email address is added?

      I believe so.

      When creating the new account, make sure you choose the option to manually configure server settings.

      When on the Internet Email Settings page, make sure that the “Deliver New Messages To” option is set to “Existing Outlook Data File” and then browse and select your existing Outlook.pst file (or your preferred location if the default has been changed)

      If you add an IMAP account, then no, because the IMAP folders mirror the server, they cannot be merged together.
