For example:

and associate this in a icon gif

There is a good chance that anything the user can do at the command line can be done in a batch file.
I don’t understand your second question, maybe because I’m not sure why your post is on this board.
Do you want to be able to have a user click an icon on a web page to run a batch file? Who do you want to actually run the batch file once the icon is clicked: the end user (on the desktop) or the web server “anonymous user” (on the server)?
