I have an Excel spreadsheet with a list of apartment numbers. I want to generate a QR code that will link back to a spreadsheet listing the apartment numbers (to avoid having the apartment number in plain sight on parking permits.

My problem is two-fold: how to generate 100 QR codes and match them up with unit numbers, and then, merge (I’m OK with merging) Excel and QR Code into a permit, putting the QR code on all four corners of the  8 1/2 x 11 sheet, then print the same thing on the other side (so if someone puts their parking permit on the dash ‘upside down’, it still can be read by Security.

This lot can do it via their API.

TWC have a list of free Windows apps.

Merging is just a matter of merging the images and text into your document – make 2 pages the same and then print duplex.
