Rules error out of nowhere

All of a sudden I am getting the following error in Outlook 365:

the rules on this computer do not match the rulers on microsoft exchange

I haven’t added any new rules of late, and I found, in searching, that this error goes back as far as 2016.  It then also asks if I want to keep the rules on the sever or on the client.

Any idea what this is and why?

And of course, is there a fix?

Outlook has two sets of rules, server and local. Not sure about O365 but there should be a way to view the different sets of rules.
