This update (KB2804579) was one of several “important” updates offered today on my computer. I no longer have this .NET Framework version, however, as I updated to version 4.5 many weeks ago; Control Panel does not show any entries for .NET Framework 3.5.1, and I do not understand why an update to a program no longer present on my computer should be offered. May I safely ignore this, or should I accept it?
    Thanks for any help.

You actually need this version as well as version 4.5. Many apps use different versions of NET Framework. Install any that are offered. Only those necessary for the apps installed on your PC are offered.

If you install an app that requires, say v2 of Net Framework, if you do not install it the app will not run. In fact may not install.
