    My problem:

Problem installing 2021-03 Cumulative Update for Windows 10 Version 20H2 for x64-based Systems (KB5000802)

    Install fails.  Several times.

Message:  “Some update files are missing or have problems.  We’ll try to download the update again later.  Error code: (0x8007000d)”

    System:

    Lenovo X250, 64 bit, 8GB Ram, Core i3

    Win 10 Pro 20H2 installed 6/18/20 Build 19042.685

    Feature Experience Pack 120.2212.5510

    Update History:

Update for Windows (KB4598291) failed to install on 2/12/2021

    2021-01 Update for Windows 10 version 20H2 (KB4023057) successfully installed on 2/19/21.

Note that “Microsoft Update Health Tools” was installed as an app on this date as part of this update.  But that’s not an executable app.

    But thereafter could not update:

Problem installing 2021-03 Cumulative Update for Windows 10 Version 20H2 for x64-based Systems (KB5000802).”

Install failed.  Several times.  Error code 0x8007000d.

Message: “Some update files are missing or have problems.  We’ll try to download the update again later.  Error code: (0x8007000d).

Noticed that 2021-02 Update for Win 10 v 20H2 Security Update for Windows (KB4601391) had not been installed.  I downloaded it from MS Update Catalog and tried to install.  Install failed.  No reason given.  Just “some updates were not installed”.

Also, optional quality update 2021-03 Cumulative Update for Windows 10 Version 20H2 (KB5001649) will not install.  “We couldn’t install this update, but you can try again (0x8007oood).”

Aside from the Windows 10 Update problem, the computer is running well.

    What I have tried:

    1. I have run MS Windows Update Troubleshooter. “Problems found: Service registration is missing or corrupt.  Fixed.”  Except it does not seem to be fixed.  When I looked at “detection details” here it said “Problem with BITS service.  The requested service has already been started.”
    2. I have cleared the Windows Update Cache.
    3. I have emptied the following folder (and subfolders) c:\windows\softwaredistribution\download.
    4. Instead of letting Windows Update download the update 2021-03, I downloaded the update from the Microsoft Update Catalog https://www.catalog.update.microsoft.com/Search.aspx?q=KB5000802 Same problem.
    5. I also downloaded 2021-02 from the Update Catalog and tried to install.  Same problem.

I would welcome any suggestions about what I should do to install the updates.

From an elevated powershell try running DISM /Online /Cleanup-Image /RestoreHealth and sfc /scannow

If that doesn’t get you back you may have to consider a repair upgrade.

I ran DISM /Online /Cleanup-Image /RestoreHealth from an elevated Powershell.  Computer said image restore completed successfully.  Rebooted.

I ran sfc /scannow.  Computer said no errors were found.

Then I retried installing KB5000802.  Unfortunately computer said “Some update files are missing or have problems.  We’ll try to download the update later.  Error code: (0x8007000d)

cyberSAR, thank you for the ideas.  We tried.

I’ll keep following the issue online.
