AskWoody PlusFebruary 2, 2024 at 8:12 am #2633695Just note that this problem launching the latest version of certain Microsoft UWP apps like Photos, Feedback Hub, etc. appears to be limited to users who are running Win 10 on older hardware with CPUs from the early- to mid-2000’s that do not support SSE4.2.
Here’s the Speccy output from my old 32-bit Vista SP2 machine (purchased August 2008) showing the instructions sets supported by the Intel Core2Duo T5550 CPU on that machine:

AskWoody PlusFebruary 4, 2024 at 5:24 pm #2634342See Microsoft employee Mahmoud G Saleh’s 02-Feb-2024 reply in the MS Answers topic Microsoft Photos: File system error (-2147219196), which states:
“Hi, the Visual C++ team has identified the problem as a regression in the vclibs framework package that the Photos app and other apps depend on. The problem affects computers with older hardware (that do not support SSE 4.2 instructions). Microsoft is currently working on validating a solution and it’s expected to rollout to affected customers soon.”
This ties in with EyesOnWindows’ 04-Feb-2024 comments in post # 2634322 in Susan Bradley’s MS-DEFCON 3: A bumpy start to 2024 that suggests that these errors can be fixed by installing the Microsoft Visual C++ 2015 UWP Runtime Package (rel. April 2015) and Microsoft Visual C++ 2015 UWP Desktop Runtime Package (rel. June 2016).
