      You should maybe clean up the registry.
      Then I think Security Center will know that Norton is uninstalled.

      Looking at the shutdown message, since this is in Windowssystem32,it would be a Windows system file.
      Edit:I have a picture showing that I also have it.
      Note that I have info, it says Microsoft Corporation, so it shouldn’t be harmful.

      I encountered this and I thought that I should reboot.
      So I rebooted and that did the trick.
      Rebooting normally works.

      I had that same problem most of the time.
      But not all the time, luckily.

      When I lose a program from the taskbar, I always hit Alt+Tab to the one that I lost from the taskbar.

      Well, for programs not in use,you can safely delete the files.
      BUT:Not all will delete. Try closing some programs first then delete them.

      I would leave it alone and not poking it with a sharp stick.
      Besides,Windows Defender is an anti-spyware program.

      That is just a change in the Windows system DLLs.
      It may be good or bad.
