As Woody said in his article, “And you should similarly ignore the manual-install-only second cumulative update, KB 4578013.” which DID show up on Windows Update.

AskWoody PlusSeptember 4, 2020 at 3:28 pm in reply to: MS-DEFCON 4: Install the August updates, but avoid the Optional and non-security patches #2293838If your cell phone is an Android, at least through the Google Play Store, you can specify under “Settings” for both “App download preference” and “Auto-update Apps” for over any network instead of just Wi-Fi only. System updates you may not be able to use cell data because of the size of the updates and, therefore, you can ONLY use Wi-Fi to update. Hope that helps.

AskWoody PlusJune patches installed with no problems to report on Win 8.1
Only minor issue is that once the Rollup was installed, WU offered it again but, as you can see, the Rollup did install successfully. However, after a reboot, the Rollup was gone with the SSU offered. So, all was good.

AskWoody PlusWell, I took what PKCano said about that there is never going to be a patch that doesn’t cause some problems, Took the plunge, and installed the May Updates KB4552931 and KB4556799 on the Win 10 1909 machine. So far, *fingers crossed*, there haven’t been any problems.

I’m sorry guys, but even a cursory search shows recent serious warnings about the dangers of KB4556799. Gordon Kelly says, ‘..steer well clear…’. Robert Zak: ‘…this update is one of the worst Windows 10 updates to date’. I apply the precautionary principle, not least because my own experience of this Windows 10 blight when it all kicked off was beyond appalling.
Sorry! It’s just not on!
Looks like I’ll hold off updating my Win 10 system and wait. Hopefully, MS will have addressed the issues with the June patches.

When you disabled Fast Startup, the shutdown time should have been longer as now it will be a full shutdown. If that happened, I’m confident you will no longer see that critical error.

“No update is available for September 2019.” That answers the question of why MSRT hasn’t appeared in Windows Updates for September.
