Win7 Monthly Rollup, KB 4462923, makes a sudden re-appearance
Remember how we’ve been having problems with KB 4462923, the October Win7 Monthly Rollup?
Looks like there was a reason why Microsoft buried it so deep.
@PKCano reports
KB4462923 2018-10 Security Monthly Quality Rollup showed up CHECKED in the “important updates” on my Win7 today 11/1/18.
On a test machine, I installed it along with the 2018-10 .NET Rollup and MSRT without an error (Note: the SSU KB3177467 v1 was installed on my machine in 2016)
AFTER the reboot, KB3177467 v2, the Servicing Stack released 10/9/2018 appeared and installed without requiring a reboot. The hash is the same and the file size is the same. Must be a metadata change to let it install without an error before KB3177467 v2 (the SSU).
I don’t see any documentation of this, anywhere.
Now aren’t you glad you haven’t yet installed the October updates?

Patch Lady – 7 Metadata problems
Patch Lady here – I patch over the weekend at my firm and normally the 7’s install their patches and go along their merry way. But not this weekend.
I came in this morning and none of my 7’s had installed KB3177467, nor have their received their October security update because the October security update depends on the installation of KB3177467.
Mind you I installed KB3177467 BACK IN NOVEMBER OF 2016. So it’s already ON my machines.
Bottom line metadata and patch dependency is totally screwed up on Windows 7 platform and because of that the October security updates detection are screwed up.

Reliability. That’s what we need.
If you’re looking for the Win7 Monthly Rollup, using Windows Update, you probably won’t find it.

Solution for the error 0x8000FFF in Windows 7
Thanks to two reports from an anonymous poster and @Pradeep-Dixit here, there is a solution for the Error 0x8000FFF.
It seems that an old Servicing Stack Update (or the lack of) is to blame for the error 0x8000FFF users have been experiencing with Windows 7 and the update this month. Servicing Stack KB 3177467 (September 2016) is a prerequisite for KB 4457144 2018-09 Security Quality Monthly Rollup for Win7. It must be installed prior to the September Rollup.
This Servicing Stack Update KB 3177467 can be downloaded from the MS Update Catalog for 32-bit of 64-bit Windows 7.
If you are not familiar with manual download/install from the Catalog, you can download the update by clicking on the 32-bit or 64-bit links above. Save the download to a known location. Close any open programs then double click on the downloaded file, agree to install, and reboot the computer when asked. After rebooting, you should be able to install the September Rollup. (Waiting for the DEFCON number to be 3 or above, of course.)
This SSU also applies to Server 2008 R2
