That particular task is owned by the Windows “System” account so even Administrators can’t change it.
In order to do so, you need to download PsExec and run it as the System account.

We have to realize that we buy computers NOT to do our work, but so MS can use them for its stuff…
To be fair Microsoft is trying to make it so that attackers aren’t using our computers and thus they keep making decisions to ensure patching occurs. Individuals may be able to selectively protect systems but businesses are typically not.

Unfortunately, the task will get re-enabled at some point by the system. I learned this the hard way when I used Windows 10 for a while and tried to disable Update Orchestrator, SIH Client and WaasMedic (all three are designed by Microsoft to try to ensure Windows Update is healthy and working normally).
I wanted to take back some control over the updating process and stop unwanted services/tasks from running. I even took ownership of their respective files and directories with my administrator account and then applied deny permissions to everything except that administrator account. But that did not stop all three services from being re-enabled and “System” taking ownership back at some point.
This was a major reason I stopped using Windows 10 as it felt like the system was no longer in my control anymore and instead Microsoft’s. So I went back to Windows 8.1 that does not have this type of design and where you still have full control over Windows Update and any related services/tasks.

Windows 10 22H2 desktops & laptops on Dell, HP, ASUS; No servers, no domain.
It appears to have worked – that is, since doing the info in the link in the 3rd post in this thread (thanks @ alejr !!! ) , It has no longer run.
This stops the frequent background cpu load.
This allows me to continue to selectively update things with WuMgr.

EDIT: yes, certainly, if it gets turned back on I will not fuss but simply turn it off again. Not a problem, and may well be necessary from MS’ standpoint as I mentioned above.
