      A couple other choices, the free OE Classic [quite similar to Outlook Express of yore] and the included E-Mail client in the free SeaMonkey Internet Browser.

      It may depend upon the type of computer and how the CD/DVD drive is attached to the motherboard, maybe on one of the PCI channels?  There are external USB ODDs/Optical Disk Drives that may also give the problem, haven’t tested one yet although I do have 3.

      Unfortunately those computers with the Reset button can stop/redo the boot process and sometimes it is not always with the OS/Operating System, maybe hardware related.  I’ve seen the process work in the past because the computers were too fast for the installed [usually older/slower or failing] HDDs, the Resets didn’t stop the spinup of the disks so they worked the second time.

      FWIW, my last-known 4.72 Net Frmwk is Now 4.8, so the Update was Auto possibly in the 1903 Upgrade.

      It is in  my Windows 10 Home x64 Version 1903 Build 18362.145, don’t know how far back it showed up.

      I still have a MS-DOS 6.22/Windows 3.1 computer on an Intel 25 MHz FSB, 75 MHz core Overdrive CPU, only needs a new CMOS battery but the BIOS settings are easy to get back.

      I got into computing after the 8″ disks were on their way out, had 5.25″ and 3.5″ drives in my Hewitt Rand 80386 computer with a whopping 120MB HDD and 4MB RAM with MS-DOS 5 and Windows 3.1.

      Another choice I have used is to copy the x86 or x64 Folder from the downloaded media to a Folder on the internal drive [Downloads?] and double-click the setup.exe within it.

      Not knowing anything about the computer or the process you are using to log-in, my guess would concern a choice made to dual-boot Win10 Version 1809 and Win10 Version 1903.  If you press the Start button and R at the same time and type winver what do you get?  If you right-click the Start button and click System what do you get?

      Did you have 2 hard drives plugged in at the same time?

      I actually posted this but mysteriously I had been logged out without notice before I hit Submit, has been doing it to me somewhat frequently.

      Sounds like the Version 1903 didn’t actually install.  I’ve never been offered it so use the MCT/Media Creation Tool that takes me to the Windows Update Catalog, or maybe it’s Microsoft Update Catalog to get what is needed.  Have had no problem doing that except with machines with only 32GB drives.

      Are FoxPro and Roxio the latest versions?

      An issue with Registry entries is there tends to be many concerning the same subjects scattered through the Registry.

      Don’t think “settle on” will work when Win10 is touted as WaaS, Windows as a Service, that will be constantly having changes.  It’s much the same as SaaS, Software as a Service, where publishers are moving to subscription-based sales.  My “settle on” is Linux Mint 19, supported for another 3 to 4 years and I don’t get fed updates, do them as I wish.

      Just installed FF 67.0.1 and not seeing any big changes, maybe it’s because I haven’t any need for add-ons just yet.
