Microsoft recently has removed any issues with network drivers for May Monthly Rollup and security-only update.
      https://support.microsoft.com/en-gb/help/4103718/windows-7-update-kb4103718/

My question: were NIC issues corrected silently or insufficient information to identify the problem?

Today, one must be cautious and observe simple rules of survival in an aggressive environment everywhere and always. Today, most often no one is responsible for their actions and their consequences. Especially teenagers.

What does exactly above command? When should execute it? After or before installing cumulative Rollup?

can tell you from experience that it removes any static IP information for all the NICs on the machine. I tried it on a server that was acting up and had to re-enter all the IP/netmask/gateway information for 6 network interfaces.
Is it right to do reset tcp/ip protocol to lose any static settings on productive servers?! Stop, I will wait for the next rollup!

What is version of cumulative update installed on your Exchange server? Itโ€™s interesting to know before install Windows updates on our productive infrastructure.

NIC problems exist in KB4103718/KB4103712. Wait for change of MS Defcon to 3 or above.

Microsoft is aware about issues with NIC drivers after installing May Monthly Rollup KB4103718. A mess with Microsoft continues! How much will Microsoft develop problems from scratch! Since January 2018 there is no confidence in updates!

Did you try to update any drivers for Sentinel LDK License Manager services?
I found several topics with discussions of troubles to install last Windows CU (April, May) on computers with haspnt, hardlock and aksfridge drivers. After installing updates machines went in loop reboot. Helps booting in safe mode and revert updates. But this is not a solution.

Then the solution is only to set on up-to date machine policy (registry) setting “Vulnerable”.

May 10, 2018 at 5:08 am in reply to: Problems with CredSSP updates CVE-2018-0886 breaking RDP connections #191431

SSE2 is enabled and supported on any CPU from Intel Pentium 4, AMD Athlon 64 or later.
Intel Pentium 3s, AMD Athlon XPs (K7 Semprons) and older do not have SSE2.
Those using Win7 on these ancient CPUs like Pentium 3 or Athlon XP should avoid installing any 2018 cumulative update as none of them work on non-SSE2 processors.

According to article https://support.microsoft.com/en-us/help/4103718 – Microsoft has fixed problem with memory leak on SMB servers. Phantom NICโ€™s were solved in April CU.
